01/The verdict

Google's Android app store. It distributes apps, games, books and media to 2.5B+ monthly users. Developers pay a 15-30% service fee and a $25 signup fee.

Google Play is a two-sided marketplace running at enormous scale. It has 2.5 to 3 billion monthly users in 190+ markets, about 2.4 to 2.6 million apps, over 2 million developers and an estimated $49B in consumer spend in 2025. It ships preinstalled on almost every Android phone outside China through Google's licensing deals with phone makers, so a rival starts with no users, no apps and no default spot. The real threat comes from courts and regulators, not from copycats. The Epic v. Google injunction, upheld by the Ninth Circuit in July 2025, forces Google to open the door to rival stores and billing, but those changes chip at the edges rather than reset the game.

02/4 moats

Time won't do it

Over 2 million developers publish to about 2.4M+ apps, which reach 2.5B+ monthly users. Developers list where the users are, and users stay where the apps are.

To cross it: Get the top few thousand apps to list with you and maintain their builds while you still have almost no users. Amazon Appstore and others have tried this and failed.

Time won't do it

Play comes preinstalled as the default store on certified Android phones through Google Mobile Services licensing. Sideloaded rivals face extra warning screens, and Google's 2025 developer verification program extends its reach to apps installed from outside Play.

To cross it: Own a phone brand with huge volume, the way Samsung's Galaxy Store or Xiaomi's store does, or wait for the Epic remedies to force Google to list rival stores and share its catalog.

Time won't do it

Users trust Play to block malware. In 2025 Google rejected nearly 2 million harmful apps and banned more than 80,000 developer accounts. Play Protect scanning and Google's handling of refunds and payments make it feel safe to install and pay.

To cross it: Build review, malware-scanning and payment fraud operations at Google's scale, and survive years without a big security incident.

~36 mo to cross

Play Billing works in 190+ markets with local payment methods and carrier billing. Google also runs global delivery of app files, staged rollouts and developer tools such as Play Console and Play Integrity.

To cross it: Sign carrier billing and local payment deals country by country, and fund a global delivery network at a loss for years.

03/The gap

Easy to copy

  • The storefront itself: browsing, search, app pages, reviews and the install button
  • Basic developer upload and review workflows
  • Selling books, movies and media, where Kindle, Apple and others already compete on equal terms

How you'd go after it

  • Undercut Google's fees for high-spend game studios that already push players to their own web shops. Epic Games Store on Android is betting on this.
  • Use the Epic v. Google remedies, such as catalog sharing and alternative billing, to list as a rival store inside the US market
  • Own a hardware channel the way Samsung, Xiaomi, Huawei AppGallery or Amazon Fire do, and ship your store as the default
  • Serve regions or niches Google treats poorly: China, privacy-focused users (F-Droid) or enterprise app distribution

04/Build against it?

Stay away

You can't out-build Google here. The only realistic openings need a hardware partner, a large game catalog of your own, or a niche the courts have opened up. Even with those, Amazon and Samsung have spent years and still hold small shares.
